No Child Left Behind (NCLB)

The Texas Education Agency requires school districts to conduct a survey for the purpose of issuing a progress report (report card) related to the “highly qualified” status of the District’s teachers. The No Child Left Behind Act (NCLB) requires that all teachers in core academic subject areas (English/language arts, math, science, social studies) must have met the “highly qualified” (HQ) requirements by the end of the school year. HRS has conducted an audit of personnel records to complete the survey.

In summary, to be “highly qualified" under NCLB, all teachers in core academics subjects (including special education teachers) must have:

• at least a Bachelor’s degree; and
• full state certification; and
• demonstrated competency in the core academic subject area assigned.
